Assistant Dean for Administration and Finance University of Massachusetts Boston Boston, MA Full-Time
Under the direct supervision of the Dean of the College of Science and Mathematics (CSM), the Assistant Dean for Administration and Finance (ADAF) serves as the chief financial and budget officer for CSM; and is responsible for managing the fiscal functions related to budgeting, needs assessment, grants, resource allocation and analysis of resource use and personnel management for the college. The ADAF is responsible for the management and oversight of the College’s operating budget, the administration of the payroll account and the non-grant accounts of the College’s endowments and gifts, as well as a portfolio of externally funded grants, contracts and cooperative agreements for student success initiatives. The ADAF will work closely with the CSM Associate Deans, Dean’s Office senior staff, Department Chairs, faculty and department staff on all administration and finance and HR related matters for the College. The incumbent will serve as the Dean’s liaison to the Office of the Provost and the Office of Administration and Finance on matters associated with the College’s budget.
Examples of Duties:
Serve as the chief financial officer for CSM and manage fiscal functions related to budgeting, needs assessment, resource allocation and analysis of resource use for the college; responsible for the oversight and monitoring of expenditures; confirm and track accuracy; serve as the main administrator for CSM’s operating and discretionary accounts, Student Success Center, departmental budgets, Development, and Research and Education Support Funds.
Responsible for the administration and maintenance of the College’s budget accounts and provide strict surveillance of these accounts, as well as department and development accounts; prepare projections and periodic reports on expenditures; serve as liaison between Dean’s Office and administrative offices concerning these accounts.
Develop financial control systems for the oversight and monitoring of expenditures and resolution of problems for the College’s departments, make recommendations to the Dean for the allocation of subsidiary accounts; manage fiscal functions related to budgeting, needs assessment, resource allocation and analysis of resource use.
Assist the CSM Dean, faculty and staff with information, interpretation, updates and implementation of the university and state financial policies and procedures.
Oversee daily budget operations of the Dean’s Office and Student Success Center;
Advise the Dean and Department Chairs on budget strategies, new faculty start-up accounts, faculty development and travel requests; make recommendations as needed relating to departmental needs and prepare analysis of historical budget data and statistics.
Assist the Dean with managing departmental endowment funds; conduct monthly reviews of new funds added and expenses charged to the Dean’s endowment accounts.
Coordinate non-tenure track faculty hiring and budget operations with departments, including preparing, approving and executing the NTT faculty contracts every semester.
Prepare payroll projections and periodic reports on expenditures for the Dean.
Assist the department chairs with lab fee requests from the Provost’s Office, help to identify lab fees by course.
Oversee purchasing and accounting activities and act as proxy and signatory for all CSM departments; serve as primary contact for all procurement, including contract preparation, bid evaluations and supervision of associated billing and payments.
Prepare and record account deposits and follow-up on expenditures and revenues for the CSM’s revenue generating accounts in the UMass Boston financial system.
Oversee planning, request and execution of the capital projects; assist department chairs and staff with capital equipment/project arrangement, maintenance and technological improvements expenditures.
Supervise the work performed by the CSM Grants and Business Manager position.
Represent CSM at meetings with other units of the university concerning financial oversight and serve on committees as needed; meet regularly with the Dean's senior leadership team and chairs.
Maintain communication as necessary with contacts in the Office of Finance and Administration, Provost’s Office, Office of Graduate Studies, Office of Research and Sponsored Programs (ORSP), Human Resources, Controller’s Office, Unified Procurement Services Team (UPST), Campus Events and other central university administrative staff;
Perform other duties as assigned.
Qualifications: A Bachelor’s Degree is required, Master’s Degree preferred, with a minimum of five to seven years of higher education administration, business management or budget management experience. Demonstrated success in developing and maintaining operational systems for effective budget management, including complex data analysis and reporting is required. Experience with PeopleSoft and a high level of proficiency using Microsoft Office and Excel are required. Strong organizational, problem-solving and decision-making skills with proven ability to prioritize, organize, negotiate, coordinate and complete multiple projects according to established timelines is required. Ability to effectively and efficiently work in a team dynamic with a wide range of constituencies across departmental lines to accomplish the identified goals of the College is required.
Proficiency with Microsoft Office and other standard administrative software and financial reporting systems.
Ability to analyze data and other information utilizing and maintaining spreadsheets and databases.
Ability to develop and bring to completion multiple assignments concurrently.
