The Finance & Administration Department provides services that support and enhance the University’s ability to achieve its mission. This is accomplished by providing fiscal leadership, safeguarding university assets (both financial and physical) and offering a safe, attractive and comfortable physical environment.
In coordination with the VP of Finance and Administration, and the AVP for Finance, the Controller oversees, interprets, and designs EOU fiscal policy and procedures to ensure compliance with system, state, and federal guidelines.
The Controller is responsible for: -Analyses, policy and procedure development, and financial management of multiple departments. -Personnel decisions, including hiring, training and evaluating, classified and student employees. -Providing cash projections and monitoring EOU’s working capital as well as debt levels and structure. -Providing guidance and reconciliation of capital construction funds. -Managing cash for bank accounts to ensure balances are sufficient to meet University needs. -Monitoring EFT transactions, payment cards and develops best practices for cash handling.
-Master of Business Administration (or related field)
-Three (3) years of progressive responsibility in financial operations, reporting, and supervision.
-At least three (3) years of supervisory experience, preferably in a unionized environment.
-Functional knowledge of information technology and its appropriate use for effective and efficient delivery of accounting and financial services.
-The Controller must demonstrate knowledge of Office of Management & Budget (OMB) Circulars, Generally Accepted accounting Principles (GAAP), & Governmental Accounting Standards Board (GASB) policies.
-Ability to analyze and understand multiple sets of regulation, and ability to ensure that current practices adhere to regulation, including procurement.
-Must have the knowledge, skill, and ability to analyze financial information and make decisions based on the financial data.
-Ability to strategically plan and set goals for the efficiency and development of the department, while ensuring that the goals and plans support the mission and priorities of the institution.
-Ability to manage multiple projects simultaneously and prioritize projects based on institution need.
-Ability to present ideas effectively orally and in writing to effectively present well-articulated analyses, reports and issues appropriate for varied audiences.
-Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.
