University Background: Cal Lutheran is a Hispanic-Serving Institution (HSI) that administers an array of Title III, Title V, and TRIO programs including the McNair Scholars Program. Basic Function: Under the direction of the Vice President of Administration and Finance, the Executive Director of Budget and Financial Planning is responsible for planning and managing the University strategic, capital, and operational planning processes, developing annual and multi-year budgets, preparing forecasts, and making recommendations on effective resource allocation. The Executive Director of Budget and Financial Planning manages all aspects of the Office of Budget and Financial Planning through the compilation, analysis, and dissemination of information that provides decision support for the University's leadership team, business managers, and others to contribute to sound decision making and effectiveness in the planning and innovative management of the University's assets and resources. This includes the daily activities of the University budget while ensuring compliance with policies and procedures, and regulations. The Executive Director oversees and reports on the University's annual operating budget of approximately $120 million and directly manages a staff position.
Representative Duties: Oversees the annual budget development and ongoing budget forecast processes. E
Continually monitors adherence to Board-approved budgets. Prepares and maintains balanced operating, capital, and cash budgets. E
Designs, develops and maintains all short-term and long-term financial planning models, including alternative scenarios, to support the University’s strategy and mission. E
Prepares pro-forma financial plans for new programs, new construction, etc. that are under consideration, including projected impact on financial statements and financial ratios. E
Works closely with University Management to identify and analyze various financial and budgetary issues, evaluates budget requests, strategic and financial planning efforts. E
Provide support to the VP in developing presentation materials, reports, and financial analysis for various meetings, including meetings with the Cabinet, Board of Regents, Deans Council, Budget Committee, rating agencies and other internal and external entities. E
Maintains professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest developments in higher education finance, budgeting, and in other related areas. E
Provides support, education, and training to build compliance and risk awareness within the institution. E
Responsible for promoting an institutional environment that supports observance of the highest ethical standards of conduct and works with university campus units to implement processes and procedures to ensure university-wide compliance. E
Develops, communicates and validates adherence to business policies, procedures and best practices to ensure compliance with local, state, and federal regulations and standards as well as reduce exposure to the university. E
Provides consultation, education and training to build financial compliance and awareness within the institution. E
Develops strong working relationships with all campus units to establish methods to continuously improve efficiency and quality of services, and to reduce vulnerability to fraud, abuse and waste. E
Interfaces and builds relationships with all areas and functions of university to understand and address financial and budget issues within university. E
Hire, supervise, develop, train, mentor, and evaluate the performance of assigned personnel. E
Support and guide the Office of Budget and Financial Planning to further streamline business processes, optimize the use of technology and oversee technology upgrades, implement digital tools, ensure compliance with security policies and maintain useful departmental webpages. E
Works collaboratively with the others to coordinate any upgrades to existing systems and/or new system implementations. E
Maintain financial business contingency and continuity planning. E
Supports the University’s mission of inclusion, equity, and diversity. E
Serves on the Emergency Operations Committee. E
Complete and/or oversee special projects and perform other duties as assigned. E
Supports the Vice President of Administration and Finance and/or Controller as needed with additional financial and accounting duties such as financial statement preparation, banking transactions and authorizations, accounts payable and vendor authorizations, payroll, audits, debt financing, endowment management, etc. E

Initiate, respond to, and manage change and to perform well with a certain level of ambiguity
Research, interpret, and implement generally accepted accounting principles, and other regulatory and compliance requirements.
Utilize Microsoft Office applications and computerized accounting and budgeting systems (Ellucian Colleague and Adaptive Insights)
Minimum Qualifications: Any combination equivalent to: A Master’s degree from an accredited college or university in business administration, accounting, or finance; or Certified Public Accountant or Certified Managerial Accountant certification; and ten (10) years of related professional progressive responsibility with administrative and supervisory experience in the field of accounting, audit, finance and budgeting with at least five (5) years of management level experience.
Preferred Qualifications: Master’s degree in Business Administration or Accounting, Certified Public Accountant, or Certified Managerial Accountant and experience in higher education industry
