Reporting to Senior Assistant Controller, the Payroll Manager performs…
Lead payroll functions for approximately 1300 faculty, staff and student employees; supervise a payroll assistant, coordinate with Human Resources, Financial Assistance, and the Senior Assistant Controller to ensure timely and accurate processing of all payrolls; act as primary liaison with ADP Tax Services. Responsibilities include the maintenance of all Graduate student payroll data; coordination with HR for all non-student payroll data, coordination with Financial Assistance for all Undergraduate payroll data; reconcile general ledger withholding accounts; process payroll journal entries; adhere to negotiated contracts related to payroll. Provide superior customer service to all employees and external constituents of the University.
Supervise Payroll Assistant and student employees and manage the payroll calculation process for students, faculty and staff.
Coordinate with HR for all non-student employees to include exempt and non-exempt faculty and staff ensuring accurate and timely processing of bi-weekly payroll and associated deductions and withholdings.
Process off cycle payrolls and/or prior pay period adjustments as needed.
Oversee all HR aspects of the process for all graduate student employees including verification of employment eligibility; establishing employment record with the University; reviewing and approving payroll authorizations and processing of associated bi-weekly payroll;
Coordinate with Financial Assistance for all undergraduate employees insuring accurate and timely processing of bi-weekly payroll.
Coordinate with all departments to incorporate necessary training for all employees on the process to complete electronic timesheets.
Oversee the data entry of all hourly electronic time-sheets and calculation of all overtime in accordance with rules specific to payroll classification and union agreements.
Oversee the general ledger account reconciliation of all payroll liability accounts.
Maintain payroll general ledger cash accounts and associated journal vouchers.
Function as primary liaison with ADP Tax Services for all payroll tax issues.
Process payments to vendors for payroll garnishments and other withholdings
Prepare reports and serve as the point person for Annual Workers Comp Audit
Assist in the preparation of all payroll related year-end accruals and associated schedules.
Assist in year-end close and audit for all payroll related aspects of the process.
Reconcile, review and distribute W-2’s.
Utilizing the Windstar software product, oversee the determination of immigration status as it relates to taxes, withholdings, tax treaties, and issuing year-end 1042s and IRS remittances.
Identify, prepare and distribute communication for annual personal tax exemption solicitation for updated federal and state income tax withholding forms.
Assist employees with questions regarding payroll by gaining an understanding of the policies, procedures and systems related to this information.
Assist Senior Assistant Controller by making suggestions for improvements and implementation of new initiatives and support system patch/upgrade testing
Prepare and maintain procedures and controls related to payroll functions.
Other related duties as assigned.
Bachelor's degree in a field such as finance, accounting or human resources preferred or Associates degree with at least 3-5 years of progressive payroll experience
Experience with automated payroll and accounting systems required, specific experience with the Banner system is preferred.

Ability to communicate effectively in writing and orally.
Familiarity with multi-state withholding and reporting requirements
Excellent analytical skills, detail-oriented, combined with an ability to develop and execute creative plans to resolve issues, problem solve, and mitigate risks
Ability to interpret and communicate complex information in an understandable fashion to a variety of audiences
Able to maintain strict confidentiality of sensitive information and personal issues
Knowledge of general payroll processes, practices, and regulations.
Knowledge of Microsoft software applications including Outlook, Excel and Word.
APA certification preferred
Previous supervisory experience preferred
Prior experience working with and contributing to a diverse workplace with the ability to interact effectively with a broad range of constituents on campus
