ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Support HUSD Vision, Mission and Goals.
Provides professional accounting directions, control, and review of district accounting activities.
Ensures the district's financial position is accurately accounted for, controlled, and communicated to appropriate parties in a timely manner.
Ensures the school accounting activities comply with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, and current federal, state, and local directives.
Serves as project manager for large- and small-scale projects as required, including planning, budgeting, resource allocation, procurement, implementation, training, district-wide communications, and project debriefing.
Directs and oversees the professional and technical development of the Finance department employees.
Supervises and reviews all district activities relating to accounting and financial reporting, both internal and external.
Maintain effective relations with school and department employees and review budgets and balance as needed.
Prepares and monitors District annual budget and annual financial reports.
Develops budget presentations and financial plans.
Analyzes financial statements and other related reports to identify and act on problem areas as appropriate. Formulates and recommends policy and procedural changes regarding district accounting and financial management.
Formulates and implements department goals, objectives, policies, and procedures and district-wide financial policies and procedures.
Advises the chief financial officer, the superintendent, and the school board regarding the financial impact of proposed issues.
Monitors federal, state, and local accounting related legislation and related compliance issues and regulations.
Provides the primary point of contact for the district's independent auditors; coordinates with the audit committee.
Coordinates preparation and delivery of financial data required from the district to our constituencies.
Keeps abreast of economic trends and new governmental accounting and financial concepts, techniques, and principles.
Coordinates with other departments, divisions, or sections as appropriate.
Participates, in coordination with other district departments, in implementation and upgrades to the district's financial computer software and represents the interests of the finance department in such efforts.
Reconciles cash and expenditures at the end of each month.
Review and approves all vouchers for payment.
QUALIFICATIONS AND REQUIREMENTS
Bachelor’s degree from a regionally accredited institution in Accounting, Finance, or related field required with minimum of five years of experience preferred.
CPA and/or auditing experience in school districts preferred.
Must possess working knowledge of principles, practices and methods of accounting and auditing; financial administration including budgeting and reports, operations procedures and technology; application of data processing in the maintenance of accounting records and financial administration; budget preparation program analyses and revenue forecasting.
Understanding of governmental/fund accounting and generally accepted accounting principles for governmental entities preferred.
Ability to understand and interpret federal, state, and local laws and regulations; contracts and other legal documents; and other authoritative sources relevant to school district accounting, grants, payroll, and accounts payable.
Ability to travel from site to site as necessary.
Ability to pass background and reference checking as stipulated by District standards.
