Northeastern Illinois University, located in Chicago, Illinois, invites inquiries, nominations, and applications for the position of Executive Director of Human Resources.
This position reports directly to the Vice President for Finance and Administration (VPFA), and will provide vision, strategic leadership and establish best practices for the University on all personnel matters. The Executive Director of Human Resources will lead all aspects of human resources operations including employee and labor relations, staff recruitment and hiring, HR information systems, payroll, benefits administration, compensation, performance management, union negotiations, and employee equity and training. The Executive Director will prepare and monitor overall department goals, and develop tasks and activities to achieve these goals.
The Executive Director of Human Resources will also oversee employment compliance, create and own University personnel policies, and oversee HR procedures and workflow automation. The Executive Director is responsible for compliance with federal and state employment regulations.
Information System and Business Processes
Lead the evaluation and enhancement of the University's human resource information system. Partner with other University units to improve and automate business processes. Analyze and suggest redesign of business processes for maximum efficiency, accuracy, and customer support.
Create and maintain systems for internal reporting (compensation and staffing reports, ad hoc requests) and external reporting support (FOIAs, ISLs, Affirmative Action, RAMP, etc.) Provide computer technologies that enhance customer service and improve internal processes. Implement a comprehensive security infrastructure to protect the department's sensitive data and information technology assets.
Oversee new employee orientation and assure smooth onboarding of employees. Provide coaching and direction on annual evaluations, performance issues and disciplinary action when required.
Direct the University labor relations efforts. Participate as needed in labor meetings, investigations and grievances, Lead the collective bargaining negotiations process and development of overall labor-relations strategy.
Oversee the investigation of issues such as working condition complaints, disciplinary actions, and employee and appeals and grievances. Lead high profile and/or sensitive work place investigations. Serve as an internal consultant to management and advise/mediate situations where needed. Conduct initial fact-findings to assist Director of EO, AA and EC and General Counsel.
Oversee the Human Resources staff in implementing the statutes and rules of the State Universities Civil Service System (SUCSS), State Universities Retirement System (SURS), Department of Central Management Services (CMS), Northeastern Illinois University Board of Trustees policies, Department of Labor, and any state and federal employment regulations.
Provide strategic and operational direction for the design, implementation, administration, and communication of University's payroll program. Oversee and manage staff for the timely preparation and accurate production of payroll. Oversee and ensure the successful execution of year-end tax and reporting processes, including IRS reporting. Ensure compliance with applicable state and federal tax laws.
Oversee and manage benefits team to administer employee benefits programs such as retirement plans; medical, dental, life insurance plans; and SURS disability program. Develop and continually advance employee benefit data reconciliation and automation processes with the State of Illinois Central Management Services to ensure efficiency and accuracy. Oversee compliance with reporting requirements for federal and state agencies including, but not limited to, IRS Affordable Health Care, 403 B and 457 plans.
Recruitment and Staffing
Oversee recruitment and hiring practices. Find creative and value-added solutions that provide the University with the best possible candidates. Evaluate and oversee effective civil service testing and screening as designated by the State Universities Civil Service System. Ensure that systems are in place for applicant tracking, hiring documentation workflow, background checks, extending offers, etc.
Advise search committees and oversee the search and screen process for faculty and administrator positions. Oversee necessary position and job description reviews to align employee duties with the University's operation needs and requirements. Partner with campus colleagues to ensure hiring needs are met.
Coordinate and publish University's annual Affirmative Action Plan and oversee the program.
Compensation Analysis and Planning
Lead the development of a comprehensive compensation plan, which includes position evaluation criteria (breadth and scope, knowledge and skills, impact, etc.), benchmark data, salary level ranges, how and when increases can be funded, etc.
Training and Recognition
Offer a variety of management and professional development opportunities that foster continuous learning and align with the strategic goals of the university. Develop recognition programs to raise morale and acknowledge superior performance. Design programs for faculty and staff that offer practical approaches to managing work and career through workshops, certificate programs, and online resources that are available during normal work hours.
Maintain professional growth personally and departmentally. Seek strategic relationships with key individuals within the state, such as SURS, SUCCS etc.

The successful candidate must have a bachelor's degree in Business Administration, Human Resources or other related field from an accredited university and meet the following minimum qualifications:
At least 7 years of successful experience in human resources or closely related field
A history of leadership experience and accomplishment within a similarly complex environment
Experience and working knowledge of HR Information Systems (HRIS) and/or ERP system
Results-oriented and demonstrated strategic thinker and problem-solver in evolving and/or ambiguous situations
Skilled relationship builder
Possess a strong working knowledge of laws and regulations relating to labor and employee relations, such as the NLRA, FMLA, ADA, FLSA, etc.
Experience with collective bargaining
Master's Degree or JD
Salary: Salary for the position will be commensurate with experience.
