Position Summary:Reporting to the Director for Student Accounts, the Assistant Director for Student Accounts is responsible for operational management and subject matter expertise for the student accounts area including billing, collections, student and parent loans, financial reporting and student financials information technologies. This position will maintain a comprehensive knowledge of student billing and collection principles, processes, Title IV regulations and best practices to ensure the accurate and timely processing of student charges, payments and refunds. The Assistant Director will provide consultancy services to students and families regarding tuition and fee billings, payment, payment plans and other financial arrangements in accordance with existing policies, and will take an active role in ensuring policy compliance across the student accounts team. The position will be partner with the Director for Student Accounts in recommending and developing innovations that improve accounts receivable systems and business processes.
Essential Job Functions and Responsibilities:
Provide primary assistance to the Director for ensuring the day-to-day operations of the student accounts receivable operation, including support for three additional full time professional staff, to ensure accuracy, efficiency and effectiveness in operations while maintaining the mission and goals of the University. Provides direction to other staff as needed to meet the goals and objectives of the department.
The Assistant Director is the functional expert and liaison in the administration of the PeopleSoft Student ERP system and the 3rd party electronic billing/payment system (Global Payment Solutions TouchNet).
Facilitates technology system changes and participates in patch testing of upgrades and/or enhancements. This position must have a thorough understanding and be able to troubleshoot accounts receivables for the application of payments, internal system processes, tuition and fee calculations and coordination with third party systems.
Assists in maintaining accounting systems and records for federal financial aid programs to ensure compliance with Title IV cash disbursements, federal program cash management rules, refund regulations and reporting requirements. The Assistant Director will perform the requested research to ensure compliance with state, federal, university and electronic commerce regulation procedures.
Assists to ensure proper receipting to the general ledger and allocation of revenues. Monitors the collection of student accounts and works with SF team to ensure timely collection of receivable balances. Complete and/or reviews student withdrawal calculations in a timely manner for proper calculation of refunds and returns of Title IV funds and/or return of student funds for overpayments and refunds.
Supports the Director in the annual reporting of qualified educational charges and scholarship/grants for each student in compliance with IRS regulations on Federal Form 1098-T.
Serves as primary back up to Sr. Coordinator with Perkins Loan repayment inquiries and works closely with third party loan servicer (Heartland/ECSI) and collection agencies to assist borrowers in repayment.
Work closely with the Admissions and Student Financial Services staff in educating/assisting students and families to develop sound planning for financing a Puget Sound education. Participates in cross training efforts across the student financial services team to ensure seamless support for students and families in matters pertaining to student finance at Puget Sound.
Creates and maintains policy and procedure manuals and training presentations as well as provides training both within the office and campus wide on topics related to navigation of the student account receivable systems, financial literacy programs and student loan default prevention programs.
In support of the Director for Student Accounts, recommends and formulates policies and procedures to ensure accountability
Represents or acts as delegate for the Student Financial Services office as needed.
Performs other related duties as assigned or requested.
SKILLS, KNOWLEDGE, ABILITIES, EXPERIENCE AND EDUCATION:
Bachelor's degree required, emphasis in Accounting, Business Management, or related field desired. 3-5 years' of progressive accounts receivable and collections experience with preference for experience in higher education or a not-for-profit environment.
Proven ability working with complex ERP systems required. PeopleSoft experience a plus. Knowledge and skills to consistently serve as a technical resource within the department and to others.
Strong financial management experience. Ability to review and recommend professional training opportunities for Student Accounts staff.
Extensive knowledge of federal, state and institutional financial aid policies and regulations highly desired.
Excellent oral and written communication skills, superior interpersonal skills.
Ability to recognize complex and unique issues and develop recommendations, independently or as part of a team, for management resolution in a clear, concise and organized manner. Ability to provide conclusions and recommendations that are based on professional knowledge and judgment.
Proven ability to plan and execute within larger organizational priorities and communicate effectively with a wide variety of people. Ability to exercise tact and discretion when handling confidential information and situations.
Ability to respectfully work, communicate and provide leadership within a diverse campus community
