General Statement of Duties: The Director of Budgeting is responsible for planning and maintenance of Fitchburg State University’s trust, state, Foundation, capital and grant budgets totaling $114 million. Provides on-going review and analysis of these funds as it relates to university operations. Provides guidance in creating budget structures and to support the budgeting process, personnel projections, cost estimates, and forecasting for revenue and expenditure projections in regards to the University’s operating and Foundation budgets. Will prepare and monitor all annual operating budgets and multi year financial plans. Works closely with representatives across all divisions to provide support with development and analysis of annual department operating budgets and user level support with Banner Finance, and other duties as assigned.
Duties & Responsibilities:
Provide the necessary support to the financial services division and the Assistant Vice President of Finance and Administration in the development and presentation of the university budgets.
Plan, direct and implement the budget process and budget development for the University, the Foundation, its affiliates, and grants; reviewing and making recommendations on budget proposals to the Assistant VP and Vice President of Finance and Administration.
Perform monthly/quarterly analysis of budget to actual activity for both revenue and expenditure accounts for the University and its affiliates. Provide variance reports and seek feedback regarding variances and trends. Develop and recommend proposals for corrective actions.
Responsible for appropriation monitoring and utilizing commonwealth systems for budget and payroll related activity and reporting. Will assess appropriations and advise regarding necessary adjustments to ensure adequate funding to process state payroll and other expenses.
Collaborate closely with the Assistant Vice President of Finance and the Payroll Manager to develop payroll projections, cost estimates, forecasting for all payroll related expenditures; monitor appropriations and payroll accounts to determine funding availability; prepare projections for funding collective bargaining agreements; and ensure payroll expense activities and adjustments are accurately reflected in both the Banner and MMARs systems.
Liaison between Financial Services and Institutional Advancement regarding Foundation budgets.
Develop and maintain excellent working relationships with all departments through understanding of their purpose and objective; provide departments with guidance about the budget process, cycles and procedures to ensure needs are met in a timely and customer-focused manner.
Assist departments in the analysis, review and preparation of operating budgets to ensure they have the information needed to best deploy resources to accomplish their mission. Manage the initial budget set up in BANNER; review and approve subsequent budget transfers, regardless of the funding source. Work with departments to address unbudgeted revenue.
Collaborate with the Finance team to provide reports; reconciliations and other information regarding the budget; actual revenue vs expense activity; and classification in support of the preparation for the annual audit, etc.
Prepare operating and capital funding scenarios in conjunction with the short- and long-term financial planning. Utilize the budget to actual information and reports, as well as financial balances, to make projections and recommendations to ensure adequate cash flow.
Responsible for on-going enhancements and training on the budgeting process, workshops, the Budgeting portions of the Banner and MMARS Accounting System and budgeting/forecasting/reporting systems to the office staff and University community. Maintains clear and precise documentation of the Banner Finance System and internal controls for these functions.
Provide continuous staff supervision and development opportunities to ensure staff possess sufficient training and required skill levels to perform their assigned tasks in a proficient manner; ensure proficiency is maintained in current technologies; promote and support ongoing teamwork within the department.
Perform other related duties as required and directed by the Assistant Vice President of Finance and Administration.
Bachelor’s degree in finance, business or related field; 5 or more years of progressively responsible professional budgeting and financial analysis experience on behalf of an organization; preferably in higher education.
Knowledge and demonstrated proficiency in Excel; knowledge of enterprise financial system (working knowledge of Banner preferred) or other financial management system; in particular those relevant to higher education and the Massachusetts Management Accounting and Reporting System (MMARS) is highly desirable.
Ability to compile, analyze, interpret complex financial data, and provide financial reports and projections.
Demonstrated problem-solving, decision-making, and analytical skills.
Knowledge of structures, practices and processes of budgeting and financial analysis as it relates to university business operations.
Strong time management and planning skills required to coordinate and prioritize multiple projects simultaneously while adapting to changes in business requirements in a fast-paced environment.
Ability to work effectively with diverse internal and external constituents, including Commonwealth agencies, DHE, etc.
Excellent communication skills and the ability to establish harmonious working relationships.
Ability to perform above duties with or without reasonable accommodation.
Must be able to satisfactorily pass a check conducted by the Criminal History Systems Board (CORI check) and background screening.
