Rutgers, The State University of New Jersey, is seeking a Business Manager, Compliance, Risk, and Quality Assurance for the department of Student Accounting, Billing, and Cashier Services, within the University Controller's Office. This position is under the direction of the Associate Controller for Student Accounting, Billing, and Cashier Services.This position proactively audits processes, and business practices in order to develop and implement an effective compliance program to ensure that all departmental operations and business transactions follow all required legal and internal rules.
Among the key duties of this position are the following:
Creates sound internal controls and monitor adherence to them.
Drafts and revises company policies, proactively audits processes, practices and documents to identify weaknesses.
Evaluates business activities to assess compliance risk.
Sets plans to manage crisis, or compliance violations, educates and trains employees on regulations and industry practices.
Address employee concerns or questions on legal compliance.
Keeps abreast of internal standards and business goals and collaborates with internal/external auditors and various departments when needed.
Minimum Education and Experience:
Requires a bachelor's degree in Accounting, Business Management or related field; or an equivalent combination of education and/or experience in Audit and Advising, Public Accounting or Compliance Audit.
Also requires a minimum of five years of relevant professional experience and familiarity in Title IV compliance and Federal Regulations, Internal Audit and/or Public Accounting and Process Improvement.
Required Knowledge, Skills, and Abilities:

Ability to deal effectively with stress, pressure and the challenges of the operation
Must be able to multi-task, able to manage and complete several projects at the same time and successfully prioritize work.
Must be able to provide hands-on development of risk models involving legal, policy, and operational risk, assuring controls are operating effectively, and provide research and analytical support.
Risk Managers must have excellent quantitative and analytical skills, along with the ability to apply those skills across a variety of business processes.
Experience in risk management, knowledge of legal requirements and controls, familiarity with industry practices and professional standards.
Excellent communication skills, integrity and professional ethics, business acumen, teamwork skills and attention to detail.
Higher Education Compliance/Risk/Quality Assurnce is a highly specialized field requiring attention to detail and knowledge of both accounting and state/federal practices.
The applicant should possess progressive experience in a Higher Education Student Financial Services environment, which includes legal knowledge.
Must be familiar, and act in accordance with the Federal Education Rights and Privacy Act (FERPA), GLBA, UDAAP, FDCPA, FCRA, FACTA, RedFlag, GAAP, NJ SOILS, SOL (Statute of Limitations), TITLE IV and Title VII Financial Aid, NSLDS (National Student Loan Data System), NSC (National Student Clearinghouse), PCI Rules, Cash Handling Rules, IRS Tax Reporting.
Ability to make necessary changes in policy and procedures as warranted to maximize efficiency.
Working knowledge of and experience in converting to new student database processing systems.
Prior experience in College or University Student Loan, Student Accounting or Financial Aid Office is preferred.
Extensive knowledge of financial aid, Title IV funds, state and federal regulations and legal collections knowledge.
Knowledge of and experience in converting to new student database/loan administration/account receivable processing systems.
Experience and knowledge with the university’s student systems including Student Records Database (SRDB), Cashiering/Register system, Financial Aid Database (FAMS), SARIMS system, ECSI billing servicer, Scholarchip Payment Gateway, OnPlan U Bill Presentment, Collection Agency Web Portals, NJ State PACER/ECMF Bankruptcy portal, NSLDS Web Portal, NSLC Web Portal, COD (Common Origination Disbursement).
Working knowledge of PC computer applications including Word, Excel, Access, PowerPoint and advanced analytical systems such as IBMSPSS or similar software.
Physical Demands and Work Environment:
The incumbent will be required to work remotely at the 3 campuses locations (Newark, Camden, New Brunswick/Piscataway) in order to accomplish the objectives of the position.
Requires use of personal vehicle and valid driver's license.
