Reporting to the Assistant VP for Finance & Controller and supported by a Facilities Senior Buyer and PCard Administrator/Buyer, the Strategic Sourcing Manager is responsible for implementing and maintaining purchasing strategies, policies, and procedures that effectively and cost-effectively support the College's mission.
*Pay Grade Exempt 8.
Essential Responsibilities In collaboration with key College financial staff and administrators, the strategic sourcing manager is directly responsible for managing the procurement process and practices across campus departments.
The decentralized purchasing structure is designed to provide guidance as well as oversight of designated purchasing agents of the College community in purchasing and contracting of goods and services.
Under the guidance of Assistant VP for Finance implements best practices for all services and commodities and contributes to the management of the procure-to-pay process, identifying operational efficiencies and utilizing technology in order to streamline the process.
Institutes and manages the daily operations for sourcing across campus. Develops and implements short and long-term procurement strategies designed to improve processes that meet strategic objectives such as sustainability while reducing costs.
Assists and provides leadership in campus-wide purchasing efforts leading to campus-wide agreements.
Oversees the College's P-Card program and e-Commerce platform.
Maintain job descriptions, interview, hire, and manage purchasing office personnel (PCard Administrator & Buyer and Senior Buyer, Facilities). Develop a high-performing team that embraces a culture of change, accountability, financial stewardship and professionalism.
Assure office personnel are providing the best available service to business units as well as adhering to all purchasing policies and ethical standards.
Provide recommendations for training, professional growth, and development opportunities to staff.
A Bachelor's degree in related field.
Five or more years progressively responsible purchasing or supply chain experience preferably within higher education.
Demonstrates a thorough understanding of sourcing and contract management.
Excellent collaboration, negotiation, and communication skills.
Proficient with advanced strategic sourcing systems and procedures.
Demonstrated ability to supervise and mentor staff.
Experience with change management and project implementation.
