Under the direction of the Administrative Operations Director, the Manager, Insurance and Billing Services plans and directs all of the administrative functions of the Insurance and Billing Services department. The position analyzes and establishes short-term and long-term objectives and implements effective organizational planning. Responsible for developing and implementing the University-sponsored insurance program and complex billing, collection, claims submission processes. Responsible for planning and staffing requirements. Responsibilities include management of department operation, financial management, staff management, oversight of the administration of graduate (GSHIP) and undergraduate (USHIP) insurance programs, management of the department's web pages and special projects. Responsible for developing and revising policies and procedures for the insurance and billing services department, and coordinating their implementation, in accordance with the state and federal insurance and billing regulations. Counsel for Ashe staff and students and engaging as a direct advisory role to UCOP Operations, external insurance entities, and campus divisions.

5 or more years of relevant work experience with Bachelor's degree major in finance, economics, business administration; or an equivalent combination of education and work experience.
Proven experience, skill and ability to effectively manage and supervise staff performing in insurance and billing operations.
Demonstrated skills to analyze billing and collections data and makes recommendations to changes in clinical practice, reporting and documentation practices.
Ability to thoroughly analyze a problem, perform research, define problems/objectives, formulate logical conclusions or alternatives and make recommendations, and implement solutions.
Demonstrated budget and finance skills to perform basic accounting transactions such as debits, credits, journal entries and preparation and reconciliation of financial journals or reports.
Ability to respond with flexibility and efficiency to frequent changes in task focus, competing priorities and multiple deadlines. Ability to exercise good judgement and professionalism. To work independently and follow through on assignments.
Effective communication skills to interact with a variety of staff, students or others in a daily work environment. Skill and ability in interacting with and facilitating insurance issues with multiple campus and non-campus entities, including medical center, insurance, student, faculty, and family.
Ability to compose reports, correspondence, instructions and other documents with attention to clarity, tone, composition and mechanics.
Demonstrated skills in operating computers and skills in using email and internet applications in a Windows environment.
Ability to maintain and enforce confidentiality of medical records and information. Knowledge of HIPAA and PHI guidelines.
Proficient use and extensive working knowledge of billing procedures, applications and use of ICD 10, CPT and modifiers using professional coding guidelines consistent with University Compliance and Federal regulations.
Ability to work cooperatively and effectively in group/team settings. To communicate effectively with various departments, internal and external customers in advocating for the UCLA Ashe Center's position on insurance and patient billing related issues.
Knowledge of higher education systems including those involved in the registration and enrollment of students, financial aid, and billing. Minimum of 5 years billing experience in a medical group, hospital-operated or freestanding ambulatory outpatient clinic to include working knowledge of billing and accounts receivable principles in a healthcare environment.
Extensive knowledge of health insurance administration preferably in Student Health, Medical Group or Ambulatory Outpatient Clinic Operations.
