Purpose of Position
The University of Texas System Assistant Vice Chancellor for Budget and Planning has System-wide responsibility for coordinating the preparation and maintenance of the UT System operating budget. Other major responsibilities include advising UT executive staff on strategic matters that have budget implications, advising UT institution budget managers on institutional budgets, preparing legislative appropriations requests, and other related matters.
Oversees and maintains the annual consolidated operating budgets for The University of Texas System, including budgets of UT institutions and UT System Administration.
Oversees the bi-annual legislative appropriation request process for UT institutions and UT System Administration.
Advises UT System executive staff on strategic matters that have budget implications.
Manages the budget office staff.
Analyzes data, makes recommendations, and instructs budget managers to implement changes to budget structure as needed.
Designs, implements, and oversees support of the budget process, systems, and policies, including changes to budgeting software.
Analyzes and prepares budget forecasts, plans, and ad hoc reports and make recommendations to the Executive Vice Chancellor for Business Affairs as requested by the Board of Regents and by executive management.
Oversees the preparation of complex legislative bill analyses and reviews tuition related fiscal notes.
Oversees the preparation of all State-required reports for the budget sections.
Other duties as assigned.
Bachelor's degree in accounting or related field; 10 years or more of experience in accounting for a similarly complex organization.
CPA, CMA, or CFA; Master’s degree in a related field (e.g., MPA or MBA)
May work around standard office conditions.
Repetitive use of a keyboard at a workstation.
Use of manual dexterity.
The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
