The Regional Director will lead a newly-created Campus Shared Services (CSS) team to serve the Professional Schools region. This Professional School Regional Administrative Services (RAS) team will provide administrative support in the functional areas of Research Administration (RA), Business & Financial Services (B&FS), and Human Resources & Academic Personnel Support (HR/APS). The Professional Schools region covers 9 schools at UC Berkeley: Boalt School of Law, Haas School of Business, Goldman School of Public Policy, School of Optometry, School of Public Health, School of Social Welfare, Graduate School of Education, Graduate School of Journalism, and University Extension.
The RAS team will provide fully integrated and effective administrative services to support and encourage healthy growth in the schools it serves and to support the mission of the University. The region represents 15% of total campus expenses and 15% of research expenses and proposal submissions. The region currently supports approximately $449M in annual expenditures, $110M in research expenses, and 260 ladder rank faculty within nine academic departments and multiple research centers.

This position reports directly to the Research Associate Dean (RAD) of the Professional Schools region and to the CSS Chief Operating Officer (COO). The region is part of a larger shared service center, with a matrixed organizational structure focusing on both functional expertise and customer service provision to the Professional Schools. The Regional Director works closely with the leadership, faculty, and staff in the Professional Schools region, campus leaders, and the other Regional Directors to ensure a shared understanding of strategic goals and objectives in a highly complex and compliance-oriented environment.
The Regional Director has oversight and fiduciary responsibility for strategic and operational planning of the annual budget of the RAS itself, and for ensuring that the region and the Schools it serves work in concert to achieve mutually agreed-upon objectives. Working closely with the CSS COO and the RAD, the Regional Director develops short- and long-term strategic plans for providing optimal and cost-effective services. The position will have operational responsibility for a department of approximately 55-60 professional and operational staff and leadership responsibility for coordinating and collaborating with staff who report to the Schools who are an essential part of the team of professionals executing the work of the region. The Regional Director establishes operational processes and procedures that support the unique needs of the region and advance the objectives and work plans of the units served.
• Develops and improves business processes and services for the following RAS administrative services: Research Administration (RA), Business & Financial Services (B&FS), and Human Resources & Academic Personnel Support (HR/APS). • Identifies, plans, and implements the activities required to accommodate and support changes in - or additions to - unit and research program goals, to ensure administrative accountability. • Works closely with the region's Chief Administrative Officers (CAOs) and Chief Financial Officers (CFOs) at each Professional School to align strategic priorities. Participates with other higher-level managers to establish RAS strategic plans and objectives that are in alignment with the academic units, CSS, and the campus. Represents RAS in academic unit, CSS, and campus-wide meetings and discussions. Participates in planning, designing, and implementing campus-wide processes. Interacts with higher-level management on issue resolution, controversial situations, and negotiations. • Hires, coaches and develops RAS staff to ensure optimal productivity; fosters a creative, innovative, supportive workplace. Communicates to subordinate staff on the overall mission and direction of the units served by the Professional Schools region, instills confidence and builds a sense of community and ownership. Ensures team provides excellent customer service and high quality work product. Promotes a culture of customer service, administrative innovation and process improvement, respect for colleagues, teamwork, and open channels of communication. Instills strong management and training practices among subordinate managers/supervisors. Effectively delegates work to develop skills and knowledge, ensure optimal outcomes, and align work with individual, service region, and campus goals. Oversees performance management of subordinate staff as necessary, in compliance with campus policies and labor contracts. • Ensures adequate training and job progression for all subordinate staff; prioritizes workflow efficiencies and operational redundancies so to minimize the effects of staff turnover. • Monitors, reviews and provides feedback to academic units, CSS, and university leadership regarding policies and procedures affecting RAS. Participates in regional, CSS, and campus-wide committees focused on improving administrative services. • In collaboration with academic unit leadership, develops long-range and strategic plans for research programs; participates in the proposal preparation phase of large grants/centers to ensure adequate administrative coverage.
• Advanced, specialized knowledge of: academic, research, and business administration at a large, complex organization with diverse funding sources. This should include knowledge of the full range of business services, including human resources, fiscal controls, risk management, organizational development, contract and grants administration, and the implementation and administration of multi-center research programs. • Advanced skills in strategy development, systems planning and change management. • Excellent leadership, management, and supervision abilities to oversee multiple functions or departments through subordinate managers. • Advanced knowledge of administrative management theory and ability to translate into practice. • Excellent written and oral communication skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques. Skills in establishing and implementing customer service standards. • Bachelor's degree in related area and/or equivalent experience/training.
• Demonstrated and progressive management experience of continued and expanded responsibility in an academic research environment. • Knowledge of federal and other sponsor regulations governing grant and contract administration, including the Office of Management & Budget Circulars and Federal Acquisition Regulations. • General knowledge of laws, regulations, and policies relating to protection of human participants, animal welfare, intellectual property, and cost-accounting standards. • Demonstrated success with leading teams through business process improvement, systems initiatives, and organizational change. • Demonstrated ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department or unit. • Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. • Strong knowledge of common campus-specific and other computer application programs. • Advanced degree in business administration, accounting, or financial management preferred.
Salary & Benefits
The salary is commensurate with experience and internal equity analysis. Midpoint of the range is $188,000.
