Reporting to the Vice President for Finance and Business Operations, the Associate Vice President for Fiscal Operations & Controller (AVP/C) is responsible for providing fiscal leadership and strategic oversight of financial accounting, fund accounting, college business processes and control compliance. The AVP/C will design and implement systems and processes based on best practices to support the education mission of the college, while ensuring high standards of compliance with local, state, and federal regulations. In addition to being directly responsible for the controller function, including accounts payable and accounts receivable, the Budget Office, Bursar Office and Post Award will also report up through the AVP/C. The AVP/C will lead a division committed to improving processes and to providing outstanding service in an increasingly complex and demanding regulatory environment. The AVP/C will formulate and implement financial policies and procedures and will work to strengthen collaborations and relationships across the college to better serve its mission.
Build and maintain effective, high-functioning, cross-relational teams within the fiscal operations units, specifically, Business Office, Bursar’s Office, Budget Office and Post Awards
Anticipate and lead change with understanding, perspectives and tools to make informed change seamlessly and effortlessly
Maintain accounting control over all of the college’s financial accounts, ensure the integrity of financial data that reconcile to cash and bank balances
Create and monitor policies, procedures, systems, and internal controls based on best practices that support the strategic goals of Nevada State College
Understand the needs of key customers and provide them with the financial and procedural information that allows them to make informed decisions and achieve their financial, strategic and operational goals
Prepare the college’s annual financial statements in accordance with GAAP in a timely manner and meeting other external reporting requirements including, but not limited to, IPEDS Survey and required State, Regent and System financial reporting
Work with Budget Director to develop the annual and biennial budgets and to calculate and negotiate the college’s Facilities & Administrative Rate and Fringe Benefit Rates
Ensure a customer-service-oriented billing and collection system for student accounts and deposit system for all University cash
Establish policies and procedures to ensure compliance with state and federal tax laws
Anticipate changes in laws, rules, regulations and standards impacting higher education and ensure compliance accordingly
Develops training for internal customers relating to accounting and budget systems
Approve documents and transactions in accordance with college policies
Provides ad hoc analysis and reporting as required
Salary & Benefits
Budgeted salary for this position is $145,000, plus excellent benefits, including 14.5% retirement match, 24 annual leave days, beginning balance of 30 sick leave days, 11 paid holidays, educational benefits, and the choice of three health insurance plans that can be supplemented with flexible spending accounts or health savings accounts.
Master’s degree in accounting/business or Bachelor’s degree and exceptional experience in the field
7-10 or more years of experience in finance, accounting and/or budget management, or related fields
Minimum five (5) years' experience directing or managing fund accounting, GASB, and FASB reporting, with strong knowledge of generally accepted accounting principles.
Three (3) or more years of supervisory experience
CPA highly preferred
Knowledge, Skills and Abilities
Familiarity with working in an academic environment is highly desired
Strong financial skills, with proven ability to plan and manage both operating and capital budgets, and support a data-driven decision model
Strong financial/business analytical ability and project planning strengths
A creative problem-solver with the ability to think strategically and develop a vision for long-range planning
A proven leader and manager, who knows how to effectively motivate a team, including technical experts, support their professional development and create a productive work environment
Excellent communication skills, clarity in both oral and written presentations ability to present at the executive level as needed.
Strong listening and rapport building skills
Strong commitment to transparency, follow through, customer service and an ability to monitor and evaluate service quality
Proficient in use of ERP systems common to higher education
