The successful candidate will have the ability to: - work collaboratively with the budget office, financial reporting, facilities management, and university space planning to develop and apply institutional and state policies and procedures related to capital budgeting and finance;
- operate autonomously and professionally, exercising sound judgement based on depth of experience and knowledge in the field while working with faculty and staff across campus on issues related to capital outlay and space planning;
- develop, manage, and execute a variety of budgetary, financial, legal and contractual responsibilities related to capital budgeting and financing;
- manage highly complex tasks, analyses, and issues, while handling competing priorities and numerous deadlines;
- read and interpret contractual language related to capital projects and the use of debt or other financial instruments to ensure that funding streams are consistent with the purpose and function of capital projects;
- articulate clearly and concisely in all forms of written and oral communication; and
- represent the university with the Virginia Department of Planning and Budget DPB), General Assembly staff, the State Council of Higher Education for Virginia (SCHEV), the Virginia Department of Treasury (TRS) and to serve as the management contact for TRS’ Bond Counsel, the State Non-Arbitrage Program and related banking
Successful candidates must have a master’s degree or equivalent experience in public administration, finance, business or law as well as demonstrated experience and expertise in capital construction budgeting and finance. Experience working in a public agency, with higher education experience, is strongly preferred. Experience with the Commonwealth of Virginia’s Budgeting and Capital Outlay programs and working with Banner Finance is a plus. The ideal candidate will work collaboratively, while operating autonomously and professionally, exercising sound judgement based on depth of experience and knowledge in their field. Additionally, the candidate will possess strong analytical skills, with the ability to manage highly complex tasks, analyses, and issues while also handling competing priorities and numerous deadlines. |
