Bradley University’s Division of Academic Affairs (AVPBP) invites applications and nominations for the newly created position of Assistant Vice President for Budgeting and Planning. This position reports directly to the Provost.
The AVPBP provides planning and decision support for University executive leadership and others. This responsibility is met through compilation, analysis and dissemination of information. This process contributes to sound decision making in the planning and allocation of resources and assessments of institutional resource effectiveness. The AVPBP reports directly to the Provost while working closing with the Chief Financial Officer (CFO) and other members of the campus leadership team.
The AVPBP helps to develop a budgeting process, manages the University’s operational fiscal planning processes, develops budgets, and recommends resource allocations to the Provost and the University Budget Committee (comprised of the President’s Council, Chair of the University Senate Resources Committee, and other members as determined).

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provide leadership in strategic planning and budget development by managing a process to solicit and review current and projected needs of all academic and administrative units; evaluate defined priorities to clarify/reconcile programmatic objectives and scope for institution alignment with executive leadership and unit administrators; monitor, update, and communicate adjustments to the budget as needed throughout the annual cycle.
Implement budget planning and monitoring programs in concert with the financial goals and objectives of the University, its divisions and in alignment with institutional initiatives.
Develop, recommend, and implement financial planning policies and guidelines to support long-term modeling and financial support for the University’s strategic plan.
Develop, recommend and implement budget policies and guidelines for the preparation of the annual and multi-year budgets for the University.
Coordinate with the Human Resources and Controller’s Offices on all activities related to position allocations, control, and provisions for wages and salaries.
Provide management and financial analysis summary reports on the University budget on a monthly/quarterly basis to the CFO.
Provide educational and training sessions to the University community on budget procedures and policies.
Interpret and apply sound professional judgment to assure the university resource allocation processes adheres to general accepted practices and guidelines.
Work closely with Finance and Administration leadership team (CFO, Deputy Controller and others) to coordinate and monitor financial policies, compliance regarding university, state and federal guidelines and laws relating to budgets and other specified financial activities, as well as ensuring seamless delivery of accounting and budgetary services.

The AVPBP must have the following: a Bachelor’s degree with a CPA license or an advanced degree in finance, business administration, accounting, public policy, public administration, or an equivalent field preferred; a minimum of five years of progressively responsible experience in budgeting and planning preferably in a university, medical, or nonprofit institution of equal or larger size to Bradley University; a commitment to understand and support Bradley University’s educational vision and mission and to further the mission, values and goals of the institution; and experience in the use of technology to illustrate complex financial reports, comparisons and impacts.
