Job Description: The Assistant Vice President for Budgeting, Financial Planning and Analysis (AVP) reports to the Vice President for Finance and Support Services and will work closely with the senior leadership of the University to enable the strategic goals of the institution. S/he is responsible for developing and directing effective budget and planning processes, performing high quality financial analyses along with actionable recommendations, and communicating financial information and insights to the senior leadership, faculty, and staff.
Job Duties: Develops a comprehensive understanding of the financial complexities and competing needs of the university and develops useful and robust analyses and long-term financial models to inform discussions of critical issues.
Develops and leads a budget process that is holistic and transparent to meet the current and future needs of Texas State University. Works with senior leaders to provide budgetary and analytic support to optimize the deployment of resources. Proactively works with department leaders to improve financial outcomes.
Performs financial analyses in key operating revenue and expense areas to identify key drivers, trends, benchmarks, risks and opportunities, and recommends appropriate actions. Develops and presents financial reports, metrics and analyses to increase understanding and improve decision-making.
Produces quarterly financial projections/forecasts; manages sources and uses of restricted and unrestricted funds; and conducts year-end processes to manage reserve balances and communicate financial results.
Works closely with the Provost’s office to provide assistance with financial modeling and analyses to support development of academic program proposals. Provides support to the Provost’s office in determining optimal funding sources for academic program priorities.
Works collaboratively with the AVP for Institutional Effectiveness to align planning and budgeting processes that support the University Strategic Plan.
Partners with the AVP for Finance in ensuring the overall management of the financial functions of the university.
Works closely with the Treasurer to ensure that the university’s budget and financial plans reflect the key revenue sources of the university.
Provides leadership and directs planning in partnership with the AVP for Finance and Support Services Planning and AVP for Facilities regarding the university’s annual capital budget process and ongoing campus renewal program.
Identifies and engages with division, department and program leaders to implement changes in processes and systems to improve service and cost effectiveness in support of Texas State’s programs and mission.
