Under the direction of the Associate Vice President for Finance and Business Services, the Director of Accounting and Financial Reporting is responsible for effective management of all aspects of accounting and financial reporting for the institution. Responsibilities include coordinating all accounting functions of general ledger, capital projects, long-term bonds, fixed assets, restricted and endowment funds, payroll, and cash management. The position is responsible for preparing the annual financial report for submission to the Chancellor of PASSHE, Annual Financial Statements, and IPEDs. The position acts as the primary liaison with external and internal auditors, coordinator of the financial year end close, as well as, the annual Independent CPA audit. The position works with the Associate Vice President of Finance and Business Services to ensure audit requirements are incorporated into the accounting and reporting financial systems. The position participates in institution-wide initiatives, providing financial expertise to various levels of management in the organization.
This position requires a broad-based knowledge of all areas of accounting and financial reporting. Strong PC and business software skills are required. Excellent Microsoft Office (Word and Excel) skills are a necessity. Must have strong business communication skills and excellent use of grammar and composition. Must interact well with faculty, staff, and the University community. Must be a problem-solver and a self-starter. Strong analytical skills and strict attention to detail are definite requirements.
Provide leadership to accounting staff giving direction and guidance to direct reports, delegating assignments, reviewing staff productivity, and mentoring staff to ensure high quality accounting and financial reporting.
Manages and coordinates the year end closing process and the preparation of the institution’s annual financial statements including related footnotes MD&A and Single Audit OMB A-133.
Acts as primary liaison with external independent auditors on annual financial report.
Develops and executes the vision for the accounting function, identifying process improvements.
Maintains thorough working knowledge of the institution’s financial management ERP system to ensure staff have the required knowledge needed for their area of responsibility.
Responsible for accurate and timely posting of transactions to the general ledger while ensuring fiscal integrity with Generally Accepted Accounting Principles (GAAP) and University policies and procedures.
Reviews, maintains, and assists in developing effective internal control structures for all assigned functions.
Collaborates with the Budget Office and other University Offices in explaining account balances and variances from various accounting periods.
Primary liaison for all external financial reporting including the institution-wide IPEDS report.
Coordinates institutional banking and investment activities with PA State System of Higher Education (PASSHE) treasury function which include both operating and restricted funds.
Coordinates with payroll and budget function to ensure the timely and accurate posting of university payroll transactions.
Streamlines chart of accounts to meet the needs of internal and external customers and various financial reporting requirements.
Advises department heads regarding prudent accounting oversight of their cost centers.
Responsible for providing financial expertise to special projects involving institution-wide initiatives.
Advises the Associate Vice President of Finance and Business Services on financial, accounting and auditing matters.
Responsible for writing and maintaining documentation of university accounting policies and procedures.
Recruits, trains, and retains qualified accounting staff while promoting diversity and quality customer service.
Identifies and implements professional development opportunities for staff; trains staff on new accounting procedures and accounting system enhancements.
Instructs university accountants on accounting related issues and new directives from NACUBO and PASSHE.
Stays current and implements new pronouncements of accounting standards and other regulatory issues affecting accounting procedures, financial reporting, governmental funding, and audit issues.
Deliver quality customer services to both internal and external constituents in a professional helpful and courteous manner.
Other duties as assigned.
Bachelor's degree in Accounting is required.
Seven or more years of professional accounting operations experience to include: General Ledger, Cash Management, Fixed Assets, Accounts Payable, and Financial Statement Preparation.
Three or more years of full charge supervisory experience, preferably in a higher education union environment.
Demonstrated knowledge of non-profit/governmental fund accounting.
Demonstrated knowledge and understanding of GASB/FASB financial reporting requirements.
Working knowledge of operational and financial reporting issues.
Must be self-motivated and a highly detailed oriented problem solver with the ability to exercise good judgment in evaluating situations and making decisions.
Must have an open and collaborative style of leadership that encourages teamwork and cooperation, and be a strong role model, manager and coach.
Experience using a relational database such as SAP financial accounting system.
Demonstrated ability to handle complex and multiple tasks in a professional and efficient manner.
Strong organizational skills and attention to detail.
Excellent oral and written skills and the ability to communicate comfortably with staff, students, colleagues, and external constituents.
Master's degree in accounting, finance, or a business-related field MBA.
Licensure as an active Certified Public Accountant.
Prior experience in a higher education environment is desired.
Experience with Grants and Endowment Management preferred.
Experience using SAP information system is a plus.
Experience with the PA State System of Higher Education (PASSHE) policies and procedures.
